Abstract
The article describes the relationship
between the additional costs allocated by society to the
educational sphere and the dynamics of labor productivity
and the distribution of the factor incomes. The article
identifies institutional constraints to economic growth and
social return on investment in education, and the social
conditions that enhance the contribution of education to
the welfare of society
